Instructions for completing a Range Use Agreement

To use the National Training Center (NTC) Live Fire Range (LFR), a requesting agency must have a current Range Use Agreement (RUA) on file. This form must be signed by your agency representative and approved by the NTC Director prior to scheduling LFR facilities. The RUA will be valid through December 31, 2024.

To complete and submit an RUA:

The Master Range Use Agreement is located under Range Resources on the right.

  • Title (page 1): Complete your agency/military department name.
  • Section II, Purpose (page 1): Complete your specific agency information.
  • Section V, Paragraph B (page 3): Complete your specific agency information.
  • Section VI, Paragraph 1, (page 6): Complete your specific agency information.
  • Section VI, Paragraph 2a (Federal/Military Agency) OR 2b (State/Local Agency) (page 6): Complete the State, County, or City liability information and your specific agency information for the corresponding paragraph #.
  • Section VI, Paragraph 3 (page 6): Complete your specific agency information.
  • Signature page (page 8): Complete your specific agency information and the name, title, address, phone, and email of the authorized person that will be signing the RUA.
  • Agency Information (page 9): Complete your specific agency information and the Point of Contact name, address, telephone number, and email address as applicable. Only those individuals listed as a Point of Contact will be permitted to schedule ranges/facilities. You may duplicate the page to add additional Points of Contact as needed.
  • Agency Information (page 10-11): List the name and title of each Firearms Instructor, Live Fire Shoot House Instructor, ESS Instructor, Defensive Tactics Instructor, and Emergency Medical Service Provider for your agency as applicable. You may duplicate the page to add additional Firearms Instructors, Live Fire Shoot House Instructors, ESS Instructors, Defensive Tactics Instructors, and Emergency Medical Service Providers as needed.
    • A copy of each individual certification (or equivalency) for each category must be submitted with the completed RUA.
    • NOTE: Any new Firearms Instructors, Live Fire Shoot House Instructors, ESS Instructors, Defensive Tactics Instructors, and Emergency Medical Service Providers assigned during the agreement period must submit copies of their applicable certifications to the Live Fire Range (LFR) Administrative Assistant.

Print the completed RUA, single-sided only. An approving official from your agency must sign and date the signature page (page 8).

  • Mail the RUA and all attachments to:

  • You may also hand-carry the RUA and all attachments to the LFR Administrative Assistant at the NTC LFR.

Your agency’s Point(s) of Contact (Lead Instructors) will need to attend an LFR Briefing on the use of the LFR. This briefing, conducted by the Rangemaster, is required annually for your agency's Point(s) of Contact. You can schedule the briefing by contacting the LFR Administrative Assistant at 505.845.2302 or rrequests@ntc.doe.gov. Upon successful completion of the briefing, your Point(s) of Contact can schedule the use of the LFR ranges/facilities.

  • NOTE: Any new Points of Contact assigned during the agreement period must submit an updated RUA and receive an LFR Briefing as described above prior to scheduling and using ranges/facilities.
